Motorable road in every village by 2019: Rijiju

Staff Reporter

PAKKE-KESSANG, Oct 25: Proper road communication in the interiors of landlocked Arunachal Pradesh is a major scourge. But it will be a thing of the past soon if the commitment made by Union Minister of State for Home, Kiren Rijiju, materializes.

Rijiju assured that there would be motorable road in every village of Arunachal before the end of 2019. The MoS while attending the 36th foundation day of the East Kameng Social Welfare and Cultural Organisation (EKSWCO) here on Friday further disclosed that Arunachal Pradesh will be the only state, as of now, to reap this benefit initiated by the Union Home Ministry.

"Every village in Arunachal Pradesh, even if it has only two houses, will get motorable road before 2019. This is my commitment to the people of Arunachal. If I fail to fulfill my commitment I do not  think I will be able to face the people," Rijiju exuded confidence.

The Centre has identified Arunachal Pradesh as a sensitive border state; therefore one-time relaxation was taken into account, sidelining the usual population criterion norm, for this ambitious work, he said, adding that if the usual norm of population criterion continued to be taken into account the border villages in the state would remain unconnected.

In yet another important announcement, Rijiju divulged that villages along the Sino-Indian border that are bereft of BADP would be given rice free of cost.

To start with, he said, 41 blocks stretching across the border have been identified for the purpose. “The services of central as well as state forces will be utilized to transport the rations,” the MoS informed.

While urging underground elements to come to the fore for negotiation, he said the Centre has mulled a rehabilitation package for them to start their lives afresh.

"Those who work against the interests of the nation and the society will be dealt with an iron hand," he cautioned in the same breath.

Expressing concern over the mushrooming of unions in Arunachal Pradesh, Rijiju said such unabated rise of unions has mostly been detrimental to the state, and that most such groups are formed “for sole motive of earning bread and butter for themselves,” rather than working for the society.

Responding to a memorandum submitted by EKSWCO chairman Dr Tachi Taku for installation of a paramilitary post on the Assam-Arunachal boundary near Seijosa, Rijiju acknowledged the difficulties being faced by the Arunachalees living near the boundary that witness constant activities of underground elements, and assured all possible help from the Ministry.

Principal advisor to CM and local MLA Kameng Dolo requested for a multipurpose hall here, to which Rijiju said he would talk to the appropriate ministry regarding it for early initiation.

The EKSCWO also felicitated 'outstanding achievers' of East Kameng district – APPSC member Nipo Nabam, journalists Dodum Yangfo and Amar Sangno, and assistant professor Champa Tanga.

All legislators from East Kameng, Chief Engineer PWD of West Zone Katung Wage, DC Sandeep Kumar Singh among others attended the programme.

Encourage spices cultivation in Arunachal: CM

Staff Reporter

ITANAGAR, Oct 25: Chief Minister Nabm Tuki has suggested the Spices Board of India to come up with a comprehensive proposal to exploit the huge spice production potentials of the state with easy access of farmers to market without involving middlemen.

Addressing the inaugural function of the two days national seminar organized by Spices Board to encourage spices crops cultivation in Arunachal Pradesh here today, Tuki said that spices sector has so far been not exploited to its fullest potential in the state and requested the Board to extend its cooperation to the state with all the schemes and programmes that the Board has initiated or will be initiating in the future.

Tuki said that the state government will undertake spices cultivation and its marketing in a mission mode by covering this sector under the state flagship programme in coordination with the Spice Board.

“Indian spices are very much preferred in the international markets because of its superiority in intrinsic qualities, like flavor, aroma, taste, etc. The demand for spices are growing in international markets because of its multifaceted use in food, pharmaceuticals, nutraceuti-cals, cosmetics, indigenous and ethnic systems of medicines, beverages, etc. “Lakadong Turmeric grown in Meghalaya, Nadia Ginger grown in Arunachal Pradesh, Bhut Jolakia or King chillies grown in the North Eastern States are very much preferred by the spices exporters, processors, Tuki said.

Large cardamom cultivation is gaining momentum in the hilly tracts of Arunachal Pradesh because of agro-climatic conditions in the state that is conducive for growing spices crops, He said.

“As it is a perennial crop and the prices are comparatively remunerative to the growers, there is large scope to expand the area under Large Cardamom in districts, like Anjaw, Lower Subansiri and Upper Subansiri. But non-availability of quality planting materials, incidence of diseases and lack of technical knowledge on cultivation aspects, particularly on the scientific drying among the farmers were the major concern,” Tuki said.

Poor marketing facilities and glut in production lead to wider price fluctuations seriously affecting the economy of small farmers. There is need to improvise processing and the marketing system to realize the better return to the ginger farmers, he said.

Arunachal Pradesh Horticulture Marketing and Processing Board (APHM & PB) has been asked to boost and streamline the horticulture marketing activity in the state, he informed, and added that a horticulture research and development wing has been established to preserve and promote wild species of local fruits and vegetables.

“There is a paradigm shift towards ‘Go Organic’ worldwide and there is good demand for organic spices, like ginger, turmeric, pepper, cardamom, chilli, etc. There is huge potential for Northeastern states particularly in the organic production of spices for exports. The spices are grown organically by adopting the indigenous and traditional farming practices in NE region.”

“We are encouraging organic farming in Arunachal for which sufficient cold-chain storage capacity will be created for the preservation and marketing of perishable agricultural and horticultural products. This will benefit both farmers and consumers and also will prevent wastage,” Tuki said.

He, however, said that acquiring organic certification is the major challenge, particularly in small growers sector because of the high cost involved in organic certifications,

He also said that his Government was encouraging women Self Help Groups under various self-employment generation schemes to enable them to sell their own horticultural and agricultural products besides handloom and handicraft items.  These self help groups can also take up growing spices as a viable self employment scheme, he said.

The government is also planning to have machinery in place to facilitate marketing through a ‘Buy-Back Policy’ wherein the state government will buy the produce from the farmers and sell them to markets outside.

“We are ready to sign a Memorandum of Understanding with the Spice Board in this regard,” he said, and asked the Department of Horticulture and Spices Board to work out the modalities after discussing it in detail.

He urged the Spices Board to establish Common Facility Centers and Spice Parks in the state owing to vast land resources as well as suitable climatic conditions.

Further, besides promoting cultivation of contemporary spices, he said, the Board can also study and exploit the potential in our traditional spices, which have medicinal values not known to the outside world. This would immensely benefit our rural farmers, who are experts in identifying and cultivating such traditional spices.

Agriculture and Horticulture Minister Chowna Mein said that spices could be a real boon for the farmers of the state with high demands in the global market.

He advocated for setting up of processing centers in all the districts of the state to help the progressive farmers to boost cultivation.

Stating that Arunachal is the second largest producer of cardamom in the region after Sikkim, Mein said, "There is no known spice which cannot be cultivated in the state.”

Earlier, Spices Board Chairman, Dr. A Jayathilak, said that North East has always been a priority for the Spices Board since the region produces a variety of spices like ginger, turmeric, chillies, large cardamom, tejpat, pepper etc. extensively and the agro-climatic condition of the region was highly congenial for cultivating these spices. Lakadong and Megha Turmeric, Naga and birds eye chillies cultivated in North East are popular due to its intrinsic qualities. Moreover, the spices produced in North East are organic and are closer to nature and most preferred by consumers all over the world, he said.

He informed that the Board opened a zonal office in Itanagar in 2000 which facilitated implementation of few schemes for development of spices sector in the state. The Board extended cultivation of Large Cardamom in Arunachal Pradesh and Nagaland and till date could cover 2748 hectare of lands in these two states to bring them in Large Cardamom production map of the country, he said.

“Since the price of Large Cardamom is remunerative the Board would like to extend cultivation of the crop in suitable non-traditional areas with a view to increase the productivity and quality of Cardamom,” he said.

He informed that the Board has extended support for organic cultivation of Lakadong and Turmeric in an area of 5763 hectare land and organic Ginger in an area of 6898 hectare of land in Northeastern states by extending financial assistance and extension support. It also took up programmes for cultivation of Naga chillies in identified areas in small scales and all these programmes were supplemented with organic certification, production of organic manures, extensive training programmes on internal control system and quality improvement.

He said that the Board has decided to extend these facilities to the non-traditional areas in Arunachal Pradesh. It has decided to help the farmers in primary processing, like cleansing, drying and grading of spices by establishing centralized primary processing units closer to the area of production to facilitate the traders to procure clean spices. Necessary technical guidance, financial assistance and market promotion support will be provided by the Board as envisaged in 12th plan proposals, he said.

The board will also decided to strengthen the marketing channel by organizing Buyer-Seller meets between the producer groups and the buyers for a better linkage, he said, adding that the efforts of the Board will be done in consultation with the state government and national level agencies, who support development of spices sector.

He informed that Spices Board has prepared comprehensive project for development of spice and submitted it to all the state governments, including Arunachal Pradesh for funding from Mission of Integrated Development of Horticulture (MIHD) under Union Ministry of Agriculture. He requested the state government to evaluate these projects and recommend for funding from MIHD.

He also informed that the Board is going to establish common processing units popularly known as “Spices Park” in a big way to process and market the spices from North East. In this regard, discussions were already held with the state governments and process for identification of suitable land was going on for establishing the parks.

In Arunachal Pradesh, he said, the state government had identified 10 acres of land in and around Ziro in Lower Subansiri district. The Board, however, advised the state government to identify lands closer to main road to reduce the cost of building infrastructure.

He informed that the Board has already strengthen the zonal office in Itanagar by posting additional staff and scientists and also has established an office at Pasighat and in Tinsukia, Assam to help the spices farmers of the state.

He informed that the Ministry of Commerce and Industry was also keen in developing spices industry in North East, to equip them to export spices and spice-products.

He assured Board’s all support to the farmers of the state to growth of spices sector for a better socio-economic development of the people of the state in particular and the North East as whole.

The inaugural function was attended among others by Commissioner /Secretary, Horticulture Dr. Sudhir Kumar, members and officers of Spices Board, Directors and senior officers of horticulture departments of North Eastern states, scientists and progressive farmers from Arunachal and various other states.
